Built in the 1960s as part of the new Kent County Council headquarters complex at Springfields on the outskirts of Maidstone.
This single storey bunker was built under the staff canteen. It comprised a large operations room with maps down one wall, and small offices opposite which accomodated communications and different departments of the county council. The middle of the room was taken up by a long table: police, military liaison officers etc., sat down both sides. There was a filtration system but no blast door on the main entrance, which was down steps from the canteen (in 1970s). Emergency power came from two large generators mounted in a sandbagged revetment in the staff car park.
The bunker was regularly used by SRHQ61 staff for paper exercises throughout the 1970s. (I served on many - ROC staff being employed to undertake plotting etc., normally on SRC segment of Intex exercises in the autumn of each year)
